Bucharest, 11 September 2007-- The Regional Center for Combating Transborder Crime (SECI Center) hosted the opening of two important events that represent a crossroad between theory and practice for the SECI organization – the 3rd Expert Working Group Meeting for the Negotiation of the Southeast European Law Enforcement Center and Training Course on Enterprise Theory Investigation.

During the period 11-13 September, the experts and legal advisors from the 12 SECI Center member countries will negotiate a document substituting the existing SECI Agreement, creating a new structure and basic principles for a stronger SECI Center.
Also, this week, law enforcement and judicial practitioners from the countries of the SECI region will enhance their skills in fighting organized criminal groups through shared experience and learning about new techniques from FBI, USA Department of Justice and SECI Center trainers.
The event participants were welcomed by Mr. Mitja Mocnik, Director of the SECI Center, H.E. Mr. Nicholas Taubman, Ambassador Extraordinary and Plenipotentiary of the United States of America in Bucharest, and Mr. Eugen Corciu, Deputy Inspector General of the Romanian Police.
During his opening remarks, H.E. Mr. Taubman, USA Ambassador, reaffirmed the commitment of the United States of America to support the SECI Center in its future development and in its operational upgrading, as the United States has done from the establishment of the SECI Center. Concerning the negotiation of a new SECI Agreement, Mr. Taubman pointed out that after 8 years of efficient activity it is time to evaluate the strong points as well as any weakness and to make some midcourse adjustments.
Mr. Eugen Corciu, on behalf of the Romanian Police Inspectorate, and also representing Romania as the host country, mentioned the efficient cooperation with the SECI Center and assured Romania’s full support in the future.
