Galentin Georgiev
1st chairman
of the JOINT COOPERATION COMMITTEE

between 1st of November 2000 and 3rd of December 2001

In the past few decades transnational crime has increased substantially. The increase is due not only to the geographical distance over which crimes are committed but also to the frequency with which criminals operate across regional and national borders. His development is not taking place in isolation but is part of the general process of globalization.

Southeast Europe is the place we live in and it is our desire and responsibility to make it a place of peace, stability and prosperity. The law enforcement agencies of our countries play a major role in safeguarding the process of economic recovery, stabilization and growth in the region. Their task is to join efforts in the fight against all kind of organized crime, illegal migration, illicit trafficking in drugs, weapons, human beings, stolen vehicles and counterfeit goods, corruption, money laundering and customs crimes.

It is this challenge that we aim to meet with the setting up of the Regional Center for Combating Organized Crime. The Joint Cooperation Committee spent months of hard work to prepare all necessary documents, rules and procedures in order to make it operational and effective. But now the Ministries of interior and Customs Authorities of eleven countries are able to exchange information, carry out joint actions, ensure technical assistance and share knowledge in order to prevent and fight trans-border crime.
Now we are more prepared to face the challenge.

1st chairman of the Joint Cooperation Committee
of the SECI Center
